Abstract
The publication presents the life and work of Lajos Szamel (1919–1998), his findings and achievements in policing. Through his published works we gain insight into his findings on policing, in the course of which he separated the policing as an organization from the police as an activity. He created the concept of law enforcement and pointed out that policing is part of state administration.
