Abstract
Commenting on the outrageous incident that caused the death of teenagers in a discotheque in 2011, the author focuses on a long-held legislative omission concerning security protocols for organizing public events. Pointing to the lack of a general supervisory authority, and the improper incentive of private security companies to follow legal guidelines, a municipal regulation passed in 2009 in Pécs is shown as a unique positive example.
