Abstract

The existence of the Schengen rules is one of the greatest achievements of the European Union, guaranteeing the right of free movement among the Member States. Hungary’s coherent position is that migration situations should be handled firstly in the issuing countries, secondly at external borders, and those persons who have the right to free movement need to have guaranteed the uncontrolled right of the free movement in the internal territories of the Member States. A tense question is what kind of new methods will be used at the EU’s external borders to ensure that internal security will not be compromised and exclusively those persons have passed the external borders who fulfilled the appropriate controls required. The Schengen evaluation mechanism has to guarantee the transparency of the system and provide a common approach among the member states. The basic regulation of the evaluation methods is 1053/2013/EU Council Regulation. After 2013 the next evaluation was implemented in 2019 in Hungary and the main outcome of the control was that Hungary is able to provide the safety of the external borders and some best practices was identified, this could be an example for the other member states also.
