Abstract
This paper examines various public service models with special regard to their evolution defining characteristics and patterns. It displays the dynamics between trendsetter and follower countries and reviews the trends of the HR development of EU Member States. Regarding the latter, it analyses the transition from career-based system to position-based ones as well as the deregulation of public law. The basis for categorization is direction of progress and current stage of transition. The paper builds on the findings of the Public Service Law and HR Research Centre of the Hungarian University of Public Service (2018).
