Absztrakt
Cél: A tanulmány célja, hogy áttekintést adjon a mozambiki Cabo Delgado tartományban zajló erőszakos szélsőséges felkelésről, különös tekintettel a 2023-as és 2024-es fejleményekre.
Módszertan: A tanulmány a szakirodalom, nyílt forrásból elérhető információk, valamint az Armed Conflict Location and Event Data Project (ACLED) vonatkozó adatainak áttekintésén alapul.
Megállapítások: A tanulmány megerősíti a korábbi kutatások ajánlásait a felkelésellenes műveletek holisztikus megközelítésének fontosságáról. A tanulmány megállapította, hogy a harctéren elért sikerek ellenére a mozambiki kormány nem foglalkozott a felkelés kiváltó okaival, azt nem kezelte átfogó módon, ami viszont lehetővé tette a felkelők számára, hogy 2024 első hónapjaiban újraszervezzék magukat és újabb műveleteket hajtsanak végre. A tanulmány felvázolja annak fontosságát, hogy a változó körülményekhez és az új információkhoz igazítsuk a felkelés elleni stratégia kidolgozására és végrehajtására vonatkozó megközelítésünket.
Érték: 2021-re mind a tudományos, mind a fősodratú média felfigyelt az észak-mozambiki erőszakos szélsőséges csoportok tevékenységére, amely addigra már több mint 800–000 embert kényszerített lakóhelye elhagyására. Később azonban, Mozambik nemzetközi közösséghez intézett segélykérését és a harctéren elért sorozatos győzelmeket követően, a felkelés lényegében teljesen eltűnt a fősodratú diskurzusból. Ez a tanulmány betölti ezt a hiányt, és naprakész összefoglalót ad a felkelés tevékenységéről, valamint előzetes megerősítést nyújt a korábbi kutatások érvényességéről.
